right, like am i missing something? any objective measure of his success would balance units *created* against units *lost* and treat preservation as net zero.
Tho we should count buildings that came into new / stronger regulatory agreements yes?

Definitely, but I think it would be more honest to just disaggregate it into # of units preserved and # of units built, instead of having one goal for both
